WHY: In December 2021, SANDAG (San Diego Association of Governments) approved the 2021 Regional Transportation Plan, introducing a contentious Road User Charge, commonly referred to as a mileage tax. Despite public outcry, the plan advanced.
Last September, SANDAG’s Board of Directors voted to exclude the controversial mileage tax from SANDAG’s Regional Transportation plan. However, SANDAG’s Executive Director proceeded with a plan that retained the Road User Charge. Nearly a year has passed, and SANDAG has yet to present an alternative funding solution for their ambitious $160 billion project.
