After the federal census every 10 years, states redraw district lines state and federal seats. Because of a ballot measure, the duty shifted from the state legislature to the Independent Citizens Commission at the beginning of 2010. The Independent Citizens Commission consists of five Democrats, five Republicans, and four citizens of either party, who are supervised under the state auditor.
This year, the state auditor extended the deadline for the supplemental application for the 2020 Citizens Redistricting Commission. Originally, there were 17,435 Californians eligible to serve on the commission, including 1,508 from San Diego. However, the number needs to be narrowed down to 14 through the supplemental application process.
California State Auditor Elaine Howle acknowledged that the supplemental application was much harder, but stated the importance of extending the application deadline. Howle claimed that the extended application deadline was done to give time to ask questions and get answers, to secure letters of recommendation, and to complete the application in general. Howle extended the application until Sunday, October 13.
