{"id":9605,"date":"2023-04-26T15:20:12","date_gmt":"2023-04-26T22:20:12","guid":{"rendered":"https:\/\/sandiegonewsdesk.com\/?p=9605"},"modified":"2023-04-26T15:20:12","modified_gmt":"2023-04-26T22:20:12","slug":"impoverished-schools-in-san-diego-forced-to-stretch-federal-money-to-help-students","status":"publish","type":"post","link":"https:\/\/sandiegonewsdesk.com\/?p=9605","title":{"rendered":"Impoverished schools in San Diego forced to stretch federal money to help students"},"content":{"rendered":"<p>The original article can be read <a href=\"https:\/\/inewsource.org\/2023\/04\/21\/title1-ab2774-achievement-gap-san-diego-unified-schools\/?utm_medium=email&amp;mc_cid=3b17ebce60&amp;mc_eid=4e95e3ea16\">here<\/a>.<\/p>\n<p>by\u00a0<span class=\"author vcard\"><a class=\"url fn n\" href=\"https:\/\/inewsource.org\/author\/andreabrisenoinewsource-org\/\">Andrea Figueroa Brise\u00f1o<\/a><\/span><\/p>\n<p>Next school year, San Diego Unified schools with large populations of low-income students will receive a boost in federal money aimed at improving academic achievement.<\/p>\n<p>But one district leader says the additional influx of what\u2019s known as Title I funding still isn\u2019t enough.<\/p>\n<p>\u201cThe amount of money overall that\u2019s allocated from Title I will not even come close to meeting the needs that the (schools) will identify,\u201d said Richard Barrera, a longtime San Diego Unified board member.<\/p>\n<div class=\"wp-block-group alignleft why-matters has-white-color has-primary-variation-background-color has-text-color has-background is-layout-flow\">\n<div class=\"wp-block-group__inner-container\">\n<h3 class=\"wp-block-heading\">Why this matters<\/h3>\n<p>Federal Title I funds are meant to help struggling students at low-income schools meet state standards, but leaders say the money is falling short of children\u2019s needs.<\/p>\n<\/div>\n<\/div>\n<p>More than 130 of the district\u2019s roughly 180 schools will receive some of the $8 million, added on to San Diego Unified\u2019s $19.5 million\u00a0<a href=\"https:\/\/www.cde.ca.gov\/sp\/sw\/t1\/\" target=\"_blank\" rel=\"noreferrer noopener\">Title I<\/a>\u00a0base allocation. Most campuses receiving the money are south of Interstate 8, where some of the district\u2019s highest-poverty schools are located.<\/p>\n<p>Hoover, San Diego and Lincoln high schools will receive the most supplemental funding \u2014 $303,000, $240,000, and $230,000, respectively. At the lowest end, Alba Community Day School \u2014 which serves 20 students who came from elsewhere in the district after facing disciplinary issues \u2014 will receive about $5,000.<\/p>\n<p>The amount schools receive is based on various factors, including the number of students who qualify for free or reduced-price meals, a poverty indicator; the academic performance of African American students; students\u2019 housing security; and whether they are English learners.<\/p>\n<p>The boost in funding is just a fraction of the district\u2019s $1.8 billion annual budget, but critically important to efforts to help struggling students, some San Diego educators say. The money can be used to pay for instructional staff, supplemental curriculum, behavior supports such as counselors, attendance programs and community engagement if it has been proven to help with student achievement.<\/p>\n<p>San Diego Unified will also receive $400,000 in federal money for programs encouraging parent involvement.<\/p>\n<div class=\"flourish-embed flourish-table\" data-src=\"visualisation\/13487809\"><iframe title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/13487809\/embed?auto=1\" frameborder=\"0\" scrolling=\"no\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\" data-mce-fragment=\"1\"><\/iframe><\/p>\n<div class=\"flourish-credit\"><a href=\"https:\/\/flourish.studio\/blog\/how-make-interactive-table\/?utm_source=showcase&amp;utm_campaign=visualisation\/13487809\" target=\"_top\" rel=\"noopener\"><img decoding=\"async\" src=\"https:\/\/public.flourish.studio\/resources\/bosh.svg\" alt=\"Flourish logo\" \/>A Flourish table<\/a><\/div>\n<\/div>\n<p>Barrera said the program has long been underfunded and should be increased if the federal government wants it to play a \u201cserious\u201d role in meeting the needs of low-income students. This year, school officials expect around $75,000, funding that Hernandez will use to hire a project resource teacher and a part-time elementary teacher.<\/p>\n<p>But on his wish list are teacher aides, or paraeducators, he said.<\/p>\n<p>Hiring more teacher aides is especially important at Perkins, where the rate of students who have an individualized educational plan \u2014 a plan that lays out additional supports a student needs \u2014 is higher than the state average. In San Diego Unified and statewide, those students have historically been African American.<\/p>\n<p>San Diego Unified schools could have received an additional $11.5 million, according to estimates from the Black in School Coalition, an organization in support of the proposal.<\/p>\n<p>But the bill died when Weber, a La Mesa Democrat,\u00a0<a href=\"https:\/\/voiceofsandiego.org\/2023\/02\/15\/the-learning-curve-why-some-black-student-advocates-are-upset-with-weber\/\" target=\"_blank\" rel=\"noreferrer noopener\">pulled it from consideration<\/a>\u00a0after some questioned whether it would face legal challenges on grounds of giving some students preferential treatment. Gavin Newsom also pledged to address school equity challenges in the state budget, proposing a $300 million \u201cequity multiplier.\u201d Weber, who did not respond to\u00a0<em>inewsource\u2019s\u00a0<\/em>request for comment,\u00a0<a href=\"https:\/\/a79.asmdc.org\/press-releases\/20230410-dr-akilah-weber-affirms-strong-support-governor-newsoms-proposed\" target=\"_blank\" rel=\"noreferrer noopener\">pledged support for the governor\u2019s proposal<\/a>\u00a0this month.<\/p>\n<p>Barrera, the San Diego Unified board member, said the funding formula \u2014 not \u201ccategorical programs\u201d aimed at driving dollars to specific students \u2014 is the best way to increase support for schools.<\/p>\n<p>\u201cGiving local districts more flexibility about how to help meet the needs of kids in poverty is a much better approach than creating these new initiatives that in the end will not have much impact \u2026 because it\u2019s very inefficient,\u201d Barrera said.<\/p>\n<h2 class=\"wp-block-heading\">Funds, enrollment dwindle<\/h2>\n<p>As student enrollment declines at Perkins, a trend many public schools are facing, so do financial resources.<\/p>\n<p>Hernandez said that makes it harder to close achievement gaps especially at schools where students face greater needs \u2014 including Perkins, where many students are victims of adverse childhood experiences and could benefit from additional support.<\/p>\n<p>Adverse childhood experiences, also known as ACES, are traumatic experiences that prevent a student from learning and can negatively impact their health. Those experiences can include being homeless, living with people addicted to drugs, witnessing domestic violence and more.<\/p>\n<p>At Perkins, the student homeless population has grown from 3% in 2014 to about 29% this year, Hernandez said.
