That means the legislative session is starting to pick up steam.<\/p>\n<p>Let\u2019s get to the highlights from a busy Monday at the state Capitol (warning: prepare for quite a bit of d\u00e9j\u00e0 vu):<\/p>\n<p><strong>Public safety:<\/strong>\u00a0Republican legislators unveiled a package of bills \u2014 acknowledging the recent mass shootings in Monterey Park and Half Moon Bay, as well as the deaths of two officers in Riverside County \u2014 but also bringing back some prior ideas.<\/p>\n<p>The\u00a0<a href=\"https:\/\/asmrc.org\/wp-content\/uploads\/2023\/01\/Assembly-Republicans-Public-Safety-Package-Edited-ES.pdf\">Assembly GOP caucus proposals<\/a>\u00a0include:<\/p>\n<p>\u2013\u00a0<strong>Assembly Bill 328<\/strong>, by Riverside-area Assemblymember\u00a0<a href=\"https:\/\/calmatters.org\/legislator-tracker\/bill-essayli-1985\/\">Bill Essayli<\/a>, would\u00a0<a href=\"https:\/\/twitter.com\/billessayli\/status\/1620173589168406532?s=20&amp;t=7ng0iTDiGe-t_7k0q35fmw\">reinstate the 10 or 20 years-to-life mandatory sentencing<\/a>\u00a0enhancement for using a firearm in the course of a violent crime<\/p>\n<p>\u2013\u00a0<strong>AB 335<\/strong>\u00a0by Modesto-area Assemblymember\u00a0<a href=\"https:\/\/calmatters.org\/legislator-tracker\/juan-alanis-1978\/\">Juan Alanis<\/a>, would repeal\u00a0<a href=\"https:\/\/www.courts.ca.gov\/prop47.htm\">Proposition 47<\/a>, approved by voters in 2014 to reduce some theft and drug possession offenses from felonies to misdemeanors.<\/p>\n<p>\u2013\u00a0<a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB27\"><strong>AB 27<\/strong><\/a>, by Orange County\u00a0<a href=\"https:\/\/calmatters.org\/legislator-tracker\/tri-ta-1973\/\">Assemblymember Tri Ta<\/a>\u00a0would prevent courts from reducing sentences for those charged with felonies with a firearm.<\/p>\n<p>\u2013\u00a0<strong><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB75\">AB 75<\/a><\/strong>\u00a0by Assemblymember\u00a0<a href=\"https:\/\/calmatters.org\/legislator-tracker\/josh-hoover-1988\/\">Josh Hoover<\/a>, from Folsom\u00a0<a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=202320240AB75\">re-ups an effort<\/a>\u00a0to increase penalties for serial theft offenses.<\/p>\n<p>\u2013\u00a0<a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB88\"><strong>AB 88<\/strong><\/a>\u00a0by Murrieta Assemblymember\u00a0<a href=\"https:\/\/calmatters.org\/legislator-tracker\/kate-sanchez-1988\/\">Kate Sanchez<\/a>, would require district attorneys to notify crime victims of parole hearings.<\/p>\n<p>\u2013 Granite Bay Assemblymember\u00a0<a href=\"https:\/\/calmatters.org\/legislator-tracker\/joe-patterson-1982\/\">Joe Patterson<\/a>\u00a0proposed requiring\u00a0<a href=\"https:\/\/twitter.com\/Patterdude\/status\/1620177004212666371\">more transparency<\/a>\u00a0into when and why inmates are being released early.<\/p>\n<ul>\n<li><strong>Essayli:\u00a0<\/strong>\u201cWe don\u2019t need more gun control. We need crime control.\u201d<\/li>\n<\/ul>\n<p>While Assembly Republican leader\u00a0<a href=\"https:\/\/calmatters.org\/legislator-tracker\/james-gallagher-1981\/\">James Gallagher<\/a>\u00a0of Chico said he believes there will be \u201cbipartisan support for these reasonable reforms,\u201d some GOP lawmakers acknowledged the reality that many of these bills won\u2019t pass, noting that similar bills introduced by Democrats had failed, too.<\/p>\n<div class=\"cm-whatmatters-divider-plus\">\n<div class=\"cm-whatmatters-divider-plus__divider\"><\/div>\n<\/div>\n<p><strong>Climate change:<\/strong>\u00a0Democratic Sens.\u00a0<a href=\"https:\/\/calmatters.org\/legislator-tracker\/scott-wiener-1970\/\">Scott Wiener<\/a>\u00a0of San Francisco,\u00a0<a href=\"https:\/\/calmatters.org\/legislator-tracker\/lena-gonzalez-1981\/\">Lena Gonzales<\/a>\u00a0of Long Beach and\u00a0<a href=\"https:\/\/calmatters.org\/legislator-tracker\/henry-stern-1982\/\">Henry Stern<\/a>\u00a0from Calabasas\u00a0<a href=\"https:\/\/twitter.com\/Scott_Wiener\/status\/1620160839365046272?s=20&amp;t=_KVBb68DDqKwnIQBLx3OlA\">introduced, or rather reintroduced, a package of bills<\/a>.<\/p>\n<p>Wiener put forward\u00a0<strong>SB 253<\/strong>, the Climate Corporate Data Accountability Act \u2014 a\u00a0<a href=\"https:\/\/www.jdsupra.com\/legalnews\/key-corporate-climate-accountability-3692165\/#:~:text=Senator%20Scott%20Wiener's%20S.B.,to%20disclose%20their%20greenhouse%20emissions.\">bill that failed last year<\/a>\u00a0to require corporations<strong>\u00a0<\/strong>with more than $1 billion in revenue that operate in California to\u00a0<a href=\"https:\/\/www.sacbee.com\/news\/politics-government\/capitol-alert\/article271831502.html\">publicly disclose their greenhouse gas emissions<\/a>. He said the bill would make corporations \u201ca heck of a lot more interested in buying clean energy.\u201d<\/p>\n<ul>\n<li><strong>Wiener:<\/strong>\u00a0\u201cIt gives large corporations two options: disclose your emissions publicly or stop doing business in California \u2014 and they won\u2019t choose the latter.\u201d<\/li>\n<\/ul>\n<p>Gonzalez introduced\u00a0<strong>SB 252<\/strong>, a proposal that was\u00a0<a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2022\/06\/california-crisis-lawmakers-solutions\/\">also blocked last year<\/a>\u00a0and that seeks to force the state\u2019s public pension funds to divest from fossil fuels. Stern introduced\u00a0<strong><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240SB261\">SB 261<\/a><\/strong>, another measure that also failed last year. It requires companies that earn more than\u00a0$500 million in revenue to prepare\u00a0<a href=\"https:\/\/mobile.twitter.com\/Scott_Wiener\/status\/1620160852031832065\">climate-related financial risk reports<\/a>.<\/p>\n<p>The climate efforts come in the midst of negotiations to cover a projected $22.5 billion budget deficit. Newsom has\u00a0<a href=\"https:\/\/calmatters.org\/environment\/2023\/01\/california-climate-budget\/\">proposed cutting $6 billion<\/a>\u00a0from the $54 billion, five-year\u00a0<a href=\"https:\/\/calmatters.org\/environment\/2022\/09\/california-climate-change-legislature\/\">climate package he pushed through last year<\/a>.<\/p>\n<div class=\"cm-whatmatters-divider-plus\">\n<div class=\"cm-whatmatters-divider-plus__divider\"><\/div>\n<\/div>\n<p>Wait, even more happened Monday:<\/p>\n<p><strong>Natural gas bills:\u00a0<\/strong>The Senate Republican Caucus\u00a0<a href=\"https:\/\/cssrc.us\/sites\/default\/files\/CPUC%20Climate%20Credit%20Disbursements%20FINAL.pdf\">fired off a letter to the California Public Utilities Commission<\/a>\u00a0demanding it\u00a0<a href=\"https:\/\/twitter.com\/SenBrianJones\/status\/1620185125270208523?s=20&amp;t=9NEMD7geXBkovxDzmjt99Q\">offer financial relief to families facing skyrocketing bills<\/a>\u00a0when it meets this week.<\/p>\n<ul>\n<li>\u201cCalifornians are facing natural gas bills that are double and even triple their usual cost. These high gas bills add to the financial hardships Californian families are already facing, such as rising inflation and high cost of living.\u201d<\/li>\n<\/ul>\n<p><strong>Media access:<\/strong>\u00a0<a href=\"https:\/\/calmatters.org\/legislator-tracker\/nancy-skinner-1954\/\">State Sen. Nancy Skinner<\/a>, a Berkeley Democrat, introduced legislation to\u00a0<a href=\"https:\/\/sd09.senate.ca.gov\/news\/20230130-sen-skinner-introduces-bill-restore-news-media-access-prisons\">restore media access to California prisons and jails<\/a>, as well as opening access to prisons for legislators and other state officials for effective oversight.<\/p>\n<ul>\n<li><strong>Skinner:<\/strong>\u00a0\u201cCalifornia used to allow the news media much greater access to state prisons, enabling us to learn more about prison conditions.
