{"id":6579,"date":"2021-07-21T21:50:15","date_gmt":"2021-07-22T04:50:15","guid":{"rendered":"https:\/\/sandiegonewsdesk.com\/?p=6579"},"modified":"2021-07-21T21:50:15","modified_gmt":"2021-07-22T04:50:15","slug":"600-acre-solar-project-raises-concerns-in-jacumba-hot-springs","status":"publish","type":"post","link":"https:\/\/sandiegonewsdesk.com\/?p=6579","title":{"rendered":"600-Acre Solar Project Raises Concerns In Jacumba Hot Springs"},"content":{"rendered":"<p>Written by Brett Wilkins<\/p>\n<p><span style=\"font-weight: 400;\">Residents of Jacumba Hot Springs, an unincorporated town in Southeastern San Diego County, are concerned as a planned project to install a 600-acre solar field farm up to 300 feet away from homes, will be voted on by the Board of County Supervisors as soon as August 18th.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">German energy company BayWa r.e. signed an agreement with San Diego Community Power in May 2021 to provide 90 megawatts of clean solar energy.\u00a0 The San Diego Community Power company services coastal towns such as Chula Vista, Encinitas, Imperial Beach and San Diego, as well as La Mesa with clean power leading. Residents such as community organizer and new co-owner of the Jacumba Hot Springs Hotel are worried stating <\/span><span style=\"font-weight: 400;\">\u201cThey\u2019re hiding behind green energy and they\u2019re being bad developers and they\u2019re not considering our communities\u201d in an <\/span><a href=\"https:\/\/timesofsandiego.com\/politics\/2021\/07\/20\/developers-deals-with-community-organizations-under-fire-as-giant-solar-farm-moves-closer-to-approval\/\"><span style=\"font-weight: 400;\">interview<\/span><\/a><span style=\"font-weight: 400;\"> with the Times of San Diego.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In order to get the community on board with the project, BayWa r.e. has instituted deals with local community groups and organizations reaching $320,000 so far, in order to stifle further objections or legal challenges to the planned project.\u00a0 Some of these deals include $75,000 for an exhibit and general funding to the Imperial Valley Desert Museum as well as a $250,000 donation to the Jacumba Community Services District.\u00a0 While deals between developers and communities are common, <\/span><span style=\"font-weight: 400;\">Osborne feels that the money is just \u201ca strategy to circumvent truly working with the community.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While residents sought to limit the acreage taken up by the project to no avail, concerns over a heat-island effect, as well as aesthetic and environmental impacts of the project, are the main concerns of the opponents of the project.\u00a0 The <\/span><a href=\"https:\/\/www.sandiegocounty.gov\/content\/sdc\/pds\/ceqa\/MUP-18-022.html\"><span style=\"font-weight: 400;\">environmental impact report<\/span><\/a><span style=\"font-weight: 400;\"> has noted the \u201cunavoidable\u201d impacts to the landscape that could harm species such as the threatened tricolored blackbird.\u00a0 Hotel owner Osborne highlighted the irony of the project as it damages his small town, providing power to 57,000 coastal San Diego homes, and no power to Jacumba Hot Springs which constantly faces power outages due to fire and high wind advisories.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While the Jacumba Hot Springs Community <\/span><a href=\"https:\/\/www.sandiegocounty.gov\/content\/sdc\/pds\/gpupdate\/comm\/jacumba.html\"><span style=\"font-weight: 400;\">Sponsor Group<\/span><\/a><span style=\"font-weight: 400;\">, voted unanimously to oppose the project in May, The Jacumba Community Services District, who struck a deal with <\/span><span style=\"font-weight: 400;\">BayWa r.e., has remained silent as per their agreement.\u00a0 That said, the general manager of the\u00a0 Services District, Emilio Gonzalez as per <\/span><a href=\"https:\/\/timesofsandiego.com\/politics\/2021\/07\/20\/developers-deals-with-community-organizations-under-fire-as-giant-solar-farm-moves-closer-to-approval\/\"><span style=\"font-weight: 400;\">Times of San Diego <\/span><\/a><span style=\"font-weight: 400;\">\u201ctold <\/span><i><span style=\"font-weight: 400;\">inewsource<\/span><\/i><span style=\"font-weight: 400;\"> he understands the community opposes the project and isn\u2019t telling residents to stop fighting.
