{"id":4611,"date":"2020-11-16T12:30:53","date_gmt":"2020-11-16T19:30:53","guid":{"rendered":"https:\/\/sandiegonewsdesk.com\/?p=4611"},"modified":"2020-11-20T12:48:49","modified_gmt":"2020-11-20T19:48:49","slug":"opinion-california-voters-made-the-right-choice-on-deceptive-prop-15","status":"publish","type":"post","link":"https:\/\/sandiegonewsdesk.com\/?p=4611","title":{"rendered":"California Voters Made the Right Choice on Deceptive Prop. 15"},"content":{"rendered":"<p class=\"symple-heading symple-heading- text-align-left \"><em>Written by Mark Powell, first published by <a href=\"https:\/\/timesofsandiego.com\/opinion\/2020\/11\/12\/california-voters-made-the-right-choice-on-deceptive-prop-15\/\">Times of San Diego<\/a><\/em><\/p>\n<p>Voters got it right this election and rejected the deceptively named \u201c<a href=\"https:\/\/schoolsandcommunitiesfirst.org\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/schoolsandcommunitiesfirst.org\/&amp;source=gmail&amp;ust=1605191476207000&amp;usg=AFQjCNEcAkOlpnhS4KU48OYzledT-ZOkuw\">California Schools and Local Community Funding Act<\/a>\u201d \u2014 also known as the \u201cSplit Roll Tax Initiative\u201d \u2014 that would have triggered the closure of even more businesses across San Diego County.<\/p>\n<div class=\"gzzad3JV\">\n<div class=\"presspatron-container\">\n<div>If Proposition 15 had passed, small business owners would have struggled to keep afloat due to massive spikes in their rents caused by what would have been a colossal property tax increase.<\/div>\n<\/div>\n<\/div>\n<p>The act was an ill-advised, special-interest property tax increase and would have most likely led to some of the same economic and housing problems that famous Proposition 13 corrected. We are in the process of recovering from the world\u2019s worst pandemic in over 100 years, and the voters realized that now was not the time to increase taxes.<\/p>\n<p>Ironically, politicians and special interest groups who advocate for affordable housing were pushing for the passage of <a href=\"https:\/\/en.wikipedia.org\/wiki\/2020_California_Proposition_15#:~:text=The%202020%20California%20Proposition%2015,education%20and%20other%20public%20services.\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/en.wikipedia.org\/wiki\/2020_California_Proposition_15%23:~:text%3DThe%25202020%2520California%2520Proposition%252015,education%2520and%2520other%2520public%2520services.&amp;source=gmail&amp;ust=1605191476207000&amp;usg=AFQjCNEm3_4FWp2DpknTV3LUXIIha2wC8Q\">Prop. 15<\/a>, the largest property tax increase in the history of the state.<\/p>\n<p>Even though the ballot title was misleading, voters saw through the harmful repercussions that would have adversely affected residential property values. But without a doubt, proponents of the initiative will be back and will look for other ways to derail Prop. 13\u2019s long-established protections.<\/p>\n<p>Prop. 15 was essentially a tax increase that would have effectively\u00a0<a href=\"https:\/\/www.icsc.com\/news-and-views\/icsc-exchange\/california-split-roll-tax-measure-challenges-prop-13\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.icsc.com\/news-and-views\/icsc-exchange\/california-split-roll-tax-measure-challenges-prop-13&amp;source=gmail&amp;ust=1605191476207000&amp;usg=AFQjCNG4r1xa7-ZpclXq32MOudexn5xHvg\">ended Proposition 13 protections<\/a>\u00a0for businesses, creating a \u201csplit roll\u201d for property tax assessment. Touted as a boon for schools and local communities, this measure was actually a veiled attempt by various levels of government and special interests to methodically destroy Prop. 13 protections for homeowners.<\/p>\n<p>Make no mistake about it \u2014 the removal of Prop. 13\u2019s protections for single-family homes would have been next on the chopping block.<\/p>\n<p>Organizations such as the Regional Hispanic Chamber of Commerce, the San Diego Regional Chamber of Commerce and even the NAACP, Coastal Branch were against Prop. 15. They recognized that any property tax increase on commercial businesses will be passed onto business owners who generally pass the increase onto customers, unfairly affecting the poor, seniors on fixed incomes, and minority business owners.<\/p>\n<figure id=\"attachment_66577\" class=\"wp-caption alignleft\"><figcaption class=\"wp-caption-text\">Prop. 15 was forecast to bring an additional $6.5 billion to $11.5 billion in funding to local governments and schools. Since California cannot simply print more money, the tax would have been paid by us, the consumers, through higher prices on goods and services.<\/figcaption><\/figure>\n<p>Passage of Prop. 15 would have also resulted in the loss of more jobs due to business closures. Sixty percent of restaurants that shut down during the pandemic are now closed for good, according to a recent\u00a0<a href=\"https:\/\/www.yelpeconomicaverage.com\/yea-q2-2020.html\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.yelpeconomicaverage.com\/yea-q2-2020.html&amp;source=gmail&amp;ust=1605191476207000&amp;usg=AFQjCNHfT7VZ9bPygabyWLL0IDamctxXOQ\">report from Yelp<\/a>.
