Gavin Newsom\u2019s growing disregard for the State Legislature on issues pertaining to California\u2019s environment.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Bates refers to the two recent executive orders Newsom signed without consideration from the peoples\u2019 representatives:\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In an effort to move away from the state\u2019s reliance on fossil fuels, Newsom signed an &#8220;<\/span><a href=\"https:\/\/www.gov.ca.gov\/2020\/09\/23\/governor-newsom-announces-california-will-phase-out-gasoline-powered-cars-drastically-reduce-demand-for-fossil-fuel-in-californias-fight-against-climate-change\/\"><span style=\"font-weight: 400;\">executive order<\/span><\/a><span style=\"font-weight: 400;\"> requiring the sale of all new passenger vehicles to be zero-emission by 2035 and additional measures to eliminate harmful emissions from the transportation sector.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Weeks later, he signed another <\/span><a href=\"https:\/\/www.gov.ca.gov\/2020\/10\/07\/governor-newsom-launches-innovative-strategies-to-use-california-land-to-fight-climate-change-conserve-biodiversity-and-boost-climate-resilience\/\"><span style=\"font-weight: 400;\">executive order<\/span><\/a><span style=\"font-weight: 400;\"> directing &#8220;state agencies to deploy a number of strategies to store carbon in the state\u2019s natural and working lands and remove it from the atmosphere. The order also and sets [the goal] to conserve 30% of the state\u2019s land and coastal water by 2030 to fight species loss and ecosystem destruction.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Bates explained that she shares Newsom\u2019s goals of improving our environment, but that his decrees undermine the Sttae Legislature\u2019s role in &#8220;creating sound policy and turn over too much power to unelected government bureaucrats.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Earlier in the year, <\/span><a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=201920200AB3030\"><span style=\"font-weight: 400;\">Assembly Bill 3030<\/span><\/a><span style=\"font-weight: 400;\">\u2014a bill very similar to the aforementioned executive order\u2014was rejected in the State Senate over concerns of ambiguity and regulatory overreach, in addition to the immense estimated cost.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;Others noted that the bill failed to even acknowledge the numerous state and federal environmental laws and regulations already protecting California\u2019s natural resources,&#8221; Bates added.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nevertheless, Newsom signed his executive order, effectively ignoring the people it will affect. Similarly, &#8220;ill-conceived&#8221; proposed legislation in 2018 to ban the sale of gasoline-fueled vehicles by 2040 was rejected by the Legislature, but was reintroduced unilaterally by Gov. Newsom in September.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;Passing a law (or issuing a decree) to ban new gasoline-fueled cars is one thing, but ensuring there is enough energy to power millions of new electric cars while not causing more blackouts during a heatwave is another matter entirely,&#8221; wrote Bates. &#8220;Furthermore, details about ensuring adequate charging infrastructure and affordable zero-emission vehicles for families with low incomes still need to be worked out.&#8221;<\/span><\/p>\n<p><a href=\"https:\/\/nam04.safelinks.protection.outlook.com\/?url=http%3A%2F%2Fleginfo.legislature.ca.gov%2Ffaces%2FbillNavClient.xhtml%3Fbill_id%3D201920200AB793&amp;data=02%7C01%7Claura.castaneda%40sduniontribune.com%7Caf1bdbc933ca4d74e5b908d86f1a2ef4%7Ca42080b34dd948b4bf44d70d3bbaf5d2%7C0%7C0%7C637381505533320294&amp;sdata=kdLFZMzoqKqPNYG0NM%2FwLsHpvmSSRI%2BZwbok0cbtI7s%3D&amp;reserved=0\"><span style=\"font-weight: 400;\">Assembly Bill 793<\/span><\/a><span style=\"font-weight: 400;\">, which mandates 50% recycled plastic on water bottles by 2030, on the other hand, demonstrates the effective cooperation between the State Legislature and Gov.
