He is the incumbent in this district, as well as a small business owner and advocate for the local community.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ortiz was born in East County, and attended San Diego State University for his bachelor&#8217;s degree and Ashford University for his graduate degree before becoming the owner of a small business helping homeowners cut electric expenses while caring for the environment. He also met and married his wife, Rachel, and started their family of four.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He has been an active volunteer in the community for years, with his service as Board Member for the East County Chamber of Commerce, a Planning Commissioner for El Cajon, and a volunteer for a San Diego River Park Foundations committee, which contributes to expanding recreational opportunities for El Cajon.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-4112 alignleft\" src=\"https:\/\/sandiegonewsdesk.com\/wp-content\/uploads\/2020\/09\/Phil-Ortiz-Alone-275x300.jpg\" alt=\"\" width=\"326\" height=\"356\" srcset=\"https:\/\/sandiegonewsdesk.com\/wp-content\/uploads\/2020\/09\/Phil-Ortiz-Alone-275x300.jpg 275w, https:\/\/sandiegonewsdesk.com\/wp-content\/uploads\/2020\/09\/Phil-Ortiz-Alone-312x340.jpg 312w, https:\/\/sandiegonewsdesk.com\/wp-content\/uploads\/2020\/09\/Phil-Ortiz-Alone-137x150.jpg 137w, https:\/\/sandiegonewsdesk.com\/wp-content\/uploads\/2020\/09\/Phil-Ortiz-Alone.jpg 713w\" sizes=\"(max-width: 326px) 100vw, 326px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">Ortiz is also very involved in his local church and serves as a Home Pastor for Foothills Christian Church, where he works with struggling youth and in homeless outreach to encourage and inspire anyone in need.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As for his policies, Ortiz has three priorities: public safety, addressing homelessness, and financial stability. He considers public safety extremely important and intends to ensure El Cajon police and fire departments are well funded and supported. He believes the issue of homelessness is too complex for the government to tackle alone, so he has plans to collaborate with local nonprofits and businesses to help the homeless receive job opportunities, mental health and substance abuse rehabilitation services, and housing. Ortiz has already played a big role in the East County Homeless Task Force, ensuring that it maintains the funding and resources needed.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Finally, Ortiz will continue to demand that tax dollars are spent efficiently and within the city budget to ensure the city does not become indebted or overburdened. He is also careful to keep a savings account for the city to use during a future recession and has maintained a $40 million dollar reserve during his previous leadership for this purpose.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ortiz is a community leader with the experience and the perspective to keep the residents of El Cajon safe and secure, even in times of great difficulty.
