Newsom\u2019s <a href=\"https:\/\/sandiegonewsdesk.com\/2020\/07\/governor-newsom-orders-19-counties-across-california-to-close-bars-and-other-businesses\/\">forced closure<\/a> of bars in certain counties. Desmond doesn\u2019t think San Diego reopened too quickly, and still believes the county can safely continue reopening businesses and entities.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;I\u2019m not a health professional, I\u2019m a numbers guy and the numbers just don\u2019t match up to the hysteria,&#8221; said Supervisor Desmond.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He explained that the 19 percent increase in hospitalizations is not a direct outcome of businesses reopening, but rather from multiple other factors as well. Testing has doubled in the past 14 days, with increases in the percentage of positive tests resulting from those concerned that they have COVID-19 symptoms being more likely to take advantage of widely available testing. Those who are filling hospitals in the county aren\u2019t necessarily all San Diegans, as people are coming from Imperial County and Mexico as well.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The businesses that have safely reopened do not solely correlate to the growing number of those testing positive, which deems the county\u2019s recent decisions to take steps back unreasonable. Even state officials did not see San Diego\u2019s progress as a threat since the county was not on the monitoring list and was not named in <\/span><a href=\"https:\/\/twitter.com\/GavinNewsom\/status\/1277320192188575747\"><span style=\"font-weight: 400;\">Newsom\u2019s list<\/span><\/a><span style=\"font-weight: 400;\"> of counties forced or recommended to close their bars last week.<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">NEW: Due to the rising spread of <a href=\"https:\/\/twitter.com\/hashtag\/COVID19?src=hash&amp;ref_src=twsrc%5Etfw\">#COVID19<\/a>, CA is ordering bars to close in Fresno, Imperial, Kern, Kings, Los Angeles, San Joaquin, and Tulare, while recommending they close in Contra Costa, Riverside, Sacramento, San Bernardino, Santa Barbara, Santa Clara, Stanislaus, &amp; Ventura.<\/p>\n<p>&mdash; Gavin Newsom (@GavinNewsom) <a href=\"https:\/\/twitter.com\/GavinNewsom\/status\/1277320192188575747?ref_src=twsrc%5Etfw\">June 28, 2020<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p><span style=\"font-weight: 400;\">With the rate of people testing positive at six percent, Supervisor Desmond broke down the numbers in the interview. &#8220;If you took about five percent of the county of San Diego, that would be about 160,000 people testing positive for the virus,&#8221; he explained. &#8220;We only have about 450 in the hospitals; that is only half of one percent of those being hospitalized versus those that have the potential of having the virus.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The blanket attempt to shut down all bars again\u2014as officials did when the pandemic broke out\u2014harms businesses owners who have struggled and worked to comply with health guidelines to reopen. The businesses openly disobeying orders and risking the lives and livelihoods of others are the ones that should be punished.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Desmond clearly supported this exact point in a subsequent\u00a0<\/span><span style=\"font-weight: 400;\">tweet<\/span><span style=\"font-weight: 400;\">\u00a0on Monday. He described this as approaching the situation with a scalpel to directly work on needed areas, instead of throwing a grenade on the economy as officials have been doing with the blanket system.<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Punishing an entire industry (breweries, bars and wineries) because of a few businesses who haven\u2019t been abiding by the rules is ridiculous. Punish those who don\u2019t follow the rules, but don\u2019t penalize the majority of hard working businesses.<\/p>\n<p>&mdash; Supervisor Jim Desmond (@jim_desmond) <a href=\"https:\/\/twitter.com\/jim_desmond\/status\/1277766939981430785?ref_src=twsrc%5Etfw\">June 30, 2020<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;There\u2019s going to be some speed bumps, there\u2019s going to be some spikes, but to go in and say this group cannot be open\u2014to me\u2014is overreach,&#8221; Desmond added.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to Supervisor Desmond, their decisions should be impacted by the number of patients dying instead of merely the number of those testing positive. He is primarily concerned with protecting the most vulnerable, and the numbers show that the amount of people over the age of 80 dying from the virus has decreased.
