SACRAMENTO, CA – Today, the Senate Public Safety Committee voted down Senate Bill 1011, a bipartisan measure to compassionately clear homeless encampments by Senate Minority Leader Brian Jones (R-San Diego) and Senator Catherine Blakespear (D-Encinitas). \u201cCalifornia\u2019s homelessness crisis is dangerous, inhumane, and unacceptable,\u201d\u00a0said Leader Jones.\u00a0\u201cOur bipartisan SB 1011 would have provided a compassionate solution for clearing homeless encampments, ensuring both the safety of our community and the dignity of homeless individuals. This is not a partisan issue, which is why we have Democrats, Republicans, homeless advocates, and mental health experts in support of this bill.<\/p>\n

\u201cI\u2019m disappointed in the closed-minded opposition from the majority party members of the Senate Public Safety Committee to new approaches and their knee-jerk support of just throwing more money at the problem with no real plan. Today\u2019s continued rejection of real solutions during this health and safety crisis is immoral and irresponsible,\u201d\u00a0continued Leader Jones.<\/p>\n

SB 1011 has strong support from a variety of stakeholders including Democrats, Republicans, homeless advocates, and mental health experts.<\/p>\n

Specifically, SB 1011 prohibits homeless encampments near the sensitive community areas of schools, open spaces, and transit stops.\u00a0The bill also prohibits camping on sidewalks and streets if shelter space is available. Additionally, the bill requires enforcement officers to give a 72-hour notice before an encampment sweep and requires enforcement officers to provide information about sleeping alternatives, homeless and mental health services, and homeless shelters.<\/p>\n

Modeled after the City of San Diego\u2019s successful\u00a0\u201cUnsafe Camping Ordinance,\u201d<\/a>\u00a0Leader Jones\u2019s bipartisan bill would have helped compassionately clear encampments and connect homeless individuals to services they desperately need.<\/p>\n

Today\u2019s hearing featured testimonies from\u00a0Dr. Drew Pinsky<\/a>,\u00a0Vista Mayor John Franklin<\/a>,\u00a0and formerly homeless individual\u00a0Brett Boman.<\/a><\/p>\n

Earlier this year, a group of community leaders including Leader Jones, Republican and Democrat legislators, Escondido City Councilman\u00a0Joe Garcia<\/a>, social media influencer\u00a0Ricci Wynne<\/a>, and homeless advocate\u00a0Brett Boman<\/a>\u00a0held a press conference to announce the bipartisan SB 1011.\u00a0A video recording of the press conference can be found\u00a0here<\/a>\u00a0and pictures can be found\u00a0here<\/a>.<\/p>\n

The bipartisan SB 1011 has 18 bipartisan coauthors including principal coauthor Senator Catherine Blakespear (D-Encinitas),\u00a0Senate coauthors Marie Alvarado-Gil (D-Jackson), Bill Dodd (D-Napa), Shannon Grove (R-Bakersfield), Brian Dahle (R-Bieber), Roger Niello (R-Fair Oaks), Janet Nguyen (R-Huntington Beach), Rosilicie Ochoa Bogh (R-Yucaipa), Kelly Seyarto (R-Murrieta), Scott Wilk (R-Santa Clarita), and Assembly coauthors James Gallagher (R-Nicolaus), Heath Flora (R-Lodi), Juan Alanis (R-Modesto), Megan Dahle (R-Bieber), Joe Patterson (R-Fresno), Bill Essayli (R-Corona), Kate Sanchez (R-Rancho Santa Margarita), and Laurie Davis (R-Laguna Niguel).<\/p>\n

SB 1011 was stalled in the Senate Public Safety Committee on a 1-3 vote with Senator Kelly Seyarto voting in favor of the measure, Senators Wahab (D-Silicon Valley) , Skinner (D-Berkley), and Wiener (D-San Francisco)\u00a0opposing the measure, and Senator Bradford (D-Gardena) abstaining from the measure. SB 1011 was granted reconsideration and is eligible to be voted on again in committee before the April 26, 2024 deadline. The measure is similar to Leader Jones\u2019s bipartisan\u00a0SB 31<\/a>\u00a0from last year. Almost 2,000 Californians have signed the\u00a0petition<\/a>\u00a0to support SB 1011. What they\u2019re saying about SB 1011<\/p>\n

\u201cCalifornia\u2019s homeless crisis is truly out of control. The state is allowing people to die on the streets on a daily basis. The situation is not sustainable and Senator Jones\u2019s bipartisan bill, Senate Bill 1011 will help. I strongly support his efforts to compassionately clear encampments and connect people with desperately needed medical and mental health services and shelters.
